California’s state budget is one of the most powerful tools policymakers use to reflect shared values, set priorities, and shape the future of our communities. Budget decisions influence whether Californians can live, work, and thrive across the state, and understanding how those decisions are made is essential for informed civic and nonprofit engagement. 

This presentation by the California Budget and Policy Center, led by Scott Graves, Budget Director, and Laura Pryor, Research Director, will provide a clear and accessible overview of California’s budget process. The presenters will explain how economic conditions, demographic trends, and policy priorities shape state spending and revenue decisions. 

Participants will leave with a stronger understanding of: 

  • How California’s budget process works and when key decisions are made 
  • The major priorities reflected in the 2026–27 state budget 
  • How budget choices affect communities, services, and nonprofit work across California
